刘全忠，男，1967年12月出生，中国科学院成都有机化学有限公司理学博士、京都大学博士后，西华师范大学化学化工学院教授、2010年起任院长。四川省化学应用与污染控制技术重点实验室主任，西华师范大学有机不对称合成实验室负责人。
分管学院教学科研工作，中国科学院成都有机化学研究所理学博士，日本京都大学博士后，主要从事大学化学实验的教育，研究兴趣为高选择有机合成、绿色化学、精细品化学合成及其工艺改进。

有机不对称合成、有机高选择性反应、绿色有机化学反应、有机中间体的研制和工艺改进以及药物中间体的合成等。
研究内容
1、Development of chiral catalysts (organocatalysts and metal catalysts) and their applications in enantioselective transformations。
2、Green process of organic reactions。
3、New process for intermediates and other important organic compounds。
