刘凤华，女，1961年12月出生，博士，中共党员，1983年7月参加工作，北京农学院动物科学技术学院教授。动物科学专业负责人，动物科学教研室主任。北京农学院基础兽医学、临床兽医学硕士生导师。中国农业大学临床兽医学中西医结合方向合作培养博士生导师。家畜环境卫生学分会常务理事、副秘书长；中兽医学分会会常务理事、副秘书长。主讲家畜环境卫生学、动物行为学、饲料添加剂。主要从事动物应激及中药调控，中兽药研制开发。
刘凤华主持和副主持国家自然科学基金3项，主持国家十一五科技支撑计划课题2项；主持市科委重大科技攻关课题，进行新中兽药国标二类药的研制开发；4次主持北京市自然科学基金重点及面上课题；主持禽用系列中兽药10多项新兽药开发并获得新兽药证书。获北京市人民政府农业推广二等奖（第一完成人），申报了4项国家发明专利。主编、副主编、参编著作或教材10余部，家畜环境卫生学获得北京市高等教育精品教材。在国内外核心期刊上发表论文70多篇。获得首都教育先锋科技创新个人、北京市三八红旗奖章荣誉。北京市房山区政府农业顾问。
承担动物科学、兽医学本科家畜环境卫生学、动物行为学、饲料添加剂等课程；承担研究生动物医学进展，畜禽中药添加剂专题课程。
2010年指导的研究生在本年度全国畜牧兽医学会学术年会上获得“全国畜牧兽医学会学术奖”。北京农学院优秀研究生毕业论文奖。
2009年主持的“石香颗粒”，农业部三类新兽药（2009）新兽药证字37号，农业部新药审评中心（第一完成人）。
主持禽用系列中兽药10项（四类）新兽药开发并获得新兽药证书。
作为主持人和副主持人进行猪、牛中兽药的开发研制。其中，以第一完成人获得禽用系列中兽药的研发与推广获得北京市人民政府农业推广二等奖，地方科技进步二等奖。
申报三项国家发明专利。“评价暑热证及中药药效的基因芯片”， “一种用于防治畜禽热应激综合症的药物”， “一种黄柏总生物碱的提取方法”。主编由中国农业科技出版社出版的《天然物饲料添加剂研制指南》，主编《家畜环境卫生学》获得北京市精品教材及普通高等教育十一五精品课程建设教材称号。中国农业出版社出版的《安全优质肉鸡生产》及《安全优质肉羊生产》等10多部；在国内外发表论文70多篇。
