罗喜胜，男，汉族，1971年9月生于湖南省，博士，中国科学技术大学教授、博士生导师，现任中国科学院力学研究所所长、党委副书记。主要从事空气动力学、多相流体力学、高速粒子流及瞬态流场显示和测量方面的研究。
1989年9月考入中国科技大学。
1997年硕士毕业后留校任教。
2000年8月到荷兰艾因霍温技术大学应用物理系留学并于2004年5月获博士学位。
2004年9月到德国亚琛工业大学工作。
2006年被聘为哈尔滨工程大学兼职教授。
2008年任中国科学技术大学教授。
2009年5月任科技处副处长。
2011年9月任科技处处长。
2014年5月任科研部部长。
2017年10月任发展和改革办公室主任，兼任发展规划处处长。
2019年1月任中国科学技术大学副校长。
2019年3月任中国科学技术大学党委常委、副校长。
2022年7月任中国科学院力学研究所所长、党委副书记。
研究方向为高速流动中的相变、界面不稳定性、高超声速流动等。已主持国家自然科学基金面上项目、国家重大科技专项项目等10余项，在J. Fluid Mech. (7篇)，Phys. Fluids (8篇) 等流体力学主要期刊上发表SCI论文50多篇，受邀在《力学进展》上撰写了综述《激波诱导下的气体界面不稳定性实验研究》（入选2014年F5000），先后前往德国、法国、荷兰、比利时、印度等国家和地区进行合作研究或学术交流。
